Speaker's bio

With over 20 years of distinguished service in law enforcement, Oleksandr Tsyvinskyi has built a career defined by integrity, leadership, and a steadfast commitment to justice. His extensive experience spans investigative, operational, and managerial roles at both regional and national levels.

He began his career in 2003 as an investigator with the Lviv Police, where he quickly advanced to leadership positions overseeing investigations into serious and particularly serious crimes. His expertise and dedication later led him to head the regional Organized Crime Department.

In 2015, Mr. Tsyvinskyi joined the National Anti-Corruption Bureau of Ukraine (NABU) as a detective, where his exceptional performance earned him successive promotions, culminating in his role as a unit head. In August 2025, he was appointed Director of the Economic Security Bureau of Ukraine (ESBU), where he continues to strengthen the nation’s economic integrity and institutional resilience.

Mr. Tsyvinskyi holds a Law degree from the Lviv Institute of Internal Affairs and Ivan Franko National University of Lviv, as well as a PhD in Law. He has participated in numerous international programs and trainings focused on investigations, digital technologies, psychology, and leadership. His reform-oriented approach has contributed to legislative improvements in the land sector and the advancement of economic expert evaluation procedures.

Beyond his professional achievements, Mr. Tsyvinskyi is a combat participant in the Anti-Terrorist Operation in eastern Ukraine (2014) and served in the Main Intelligence Directorate of the Ministry of Defence of Ukraine during the full-scale war in 2022. For his courage and dedication, he has been awarded state decorations for carrying out special missions.
